Kidnapping the Canadian Ambassador to the United States and his daughter wasn’t a random act. There is something bigger at play.

The stakes are high. An international incident between typically friendly countries could lead friends in unexpected directions.

Captain Ed Hopkins understood which way the wind was blowing. The same was true of both Detective Sergeants Henry Graff and Frankie Bateman.

Graff, a constant professional in every sense of the word, wasn’t going to allow personal sentiment to cloud his judgement.

His personal relationship with the Canadian ambassador, Henry Goodman, was going to take a back seat to the investigation.
